Committees

The Assembly has six Select Committees appointed by each session of Parliament. The Committee of Supply comprises the entire Assembly and considers the estimate of expenditures proposed in the Annual Budget as well as supplementary estimates presented to the Assembly. The most important committee is the Public Accounts Committee which examines the Auditor General's Reports and Public Accounts. Following the Westminister tradition, the chair of the committee is from the opposition, while the Speaker chairs all the other Select Committees.

The other Select Committees are the Standing Orders Committee, which considers changes to the Standing Orders, the Committee of Selection which nominates members to other committees, the Committee of Privileges and the Assembly Committee which consider matters referred to them relating to the privileges of the Assembly and the comfort and convenience of Members respectively.

Recent constitutional reforms have instituted a number of Committees, namely the Parliamentary Standing Committee for Constitutional Reform, Parliamentary Sectoral Committees on (a) Natural resources, (b) Economic Services, (c) Foreign Relations, (d) Social Services, and a Standing Committee to address matters related to the appointment of members to the Constitutional Commissions.

The National Assembly has established a Parliamentary Management Committee which considers and decides in the main on matters relating to the business of the National Assembly.

In addition to these committees, Special Select Committees may be appointed to consider proposed legislation (bills) or other matters referred to them by the Assembly. The proceedings of the Committees are held in private unless the Assembly resolves otherwise.
