The Commonwealth Parliamentary Association, United Kingdom and the Parliament of Guyana have embarked on a six month Capacity Building Programme. One of the programme is a workshop for Committee Chairs, Vice-Chairs, and Clerks scheduled for 4th to 6th April, 2016 in the Parliament Chamber, from 9 a.m. to 5 p.m. .
The aim of the workshop is to enhance the capacity of Committee Chairs, Vice Chairs and Clerks to operate effectively in their role on Committee scrutiny. It is envisaged that in the context of the Westminster model, Parliamentarians and Clerks from Guyana, Canada and the United Kingdom will deliberate and explore, through a series of briefings, workshop sessions and the following objectives:
1. Enhance broader understanding of the key features and functions of Parliamentary Committees in holding government accountable.
2. Explore the role, responsibilities and relationships of Committee Chairs, Members and Clerks in operating an effective committee.
3. Develop practical skills in conducting an inquiry; identifying witnesses, making best use of evidence, public engagement and reporting.
4. Discuss the limitations of developing efficient policy and conducting financial oversight through the committee system.
5. Share experiences of the challenges of operating a committee system within the context of a coalition government.
