Guyana’s Clerk of the National Assembly heads steering committee to develop Regional Training Centre for Members of Parliament and Parliamentary Staff

Following the 17th Biennial Conference of Presiding Officers and Clerks of the Caribbean, the Americas and the North Atlantic Region of the Commonwealth Parliamentary Association, Guyana’s Clerk of the National Assembly, Mr. Sherlock Isaacs, is heading a steering committee to form a centre for the training of Members of Parliament and Parliamentary Staff, throughout the region.
At the conference which was hosted at the Coco Reef Resort in Paget, Bermuda, from October 25 to 29, 2015, the Clerks of various legislatures decided that there was a need for further training of Members of Parliament and Parliamentary staff in the region. The Clerks of Jamaica and Trinidad and Tobago are the other members forming the committee.
During the course of the conference which was held under the theme “The Relevance of Parliament in Today’s Society”, Mr. Isaacs who acted as a rapporteur for one session of the conference, also took on the task of working with the Clerk of Trinidad and Tobago in assisting with the development of a staff structure for the Parliament Office of Dominica.
Guyana’s Speaker of the National Assembly, Dr. Barton U.A. Scotland, C.C.H., M.P., presented a paper on “Building the Professional Capacity of Parliamentarians: Strengthening and Enhancing the Basic Fundamentals of Parliamentary Procedure”, which was well received and served to stimulate much discussion.
Trinidad will host the 18th Biennial Conference of Presiding Officers and Clerks of the Caribbean, the Americas and the North Atlantic Region of the Commonwealth Parliamentary Association in 2017.
