Istanbul, Türkiye – April 21, 2026 - Minister of Human Services and Social Security, Dr. Vindhya Persaud, M.P., addressed the recently concluded General Debate of the 152nd Assembly of the Inter-Parliamentary Union (IPU) in Istanbul on April 18, 2026, highlighting Guyana’s commitment to inclusive democracy, sustainable development, and global cooperation.
Framing the Assembly’s theme as a moral imperative, she described governance as “the work of hope,” noting Guyana’s journey from division to unity through dialogue. She underscored the inclusivity of Guyana’s Parliament, where 37% of its Members are women and 44% are youth, and highlighted initiatives that empower young people to actively participate in democratic processes.
Minister Persaud reaffirmed that democracy in Guyana is a “living force” that safeguards peace for future generations. She outlined progress under the Low Carbon Development Strategy 2030, alongside efforts in poverty reduction, food security, and digital governance.
The Minister emphasised ongoing constitutional reform, strengthened statutory commissions, and active inter-parliamentary cooperation to advance human rights, electoral integrity, and anti-corruption measures. Guyana continues to support regional peacebuilding and multilateral efforts aligned with global development goals.
Addressing modern governance, Minister Persaud noted the development of the AskGov platform and the Data Protection Act of 2023 as key steps toward accessible, trusted digital democracy.
In conclusion, Minister Persaud stressed that Guyana’s Parliament remains a promise to its people - one that protects dignity, secures justice, and builds peace.
