Minister McCoy Highlights Parliamentary Accountability and Human Rights Implementation at IPU Assembly

Istanbul, Türkiye – April 16, 2026 — The Honourable Kwame McCoy, M.P., Minister within the Office of the Prime Minister of the Parliament of Guyana, delivered a statement to the Bureau of the Standing Committee on Democracy and Human Rights during the 152nd Assembly of the Inter-Parliamentary Union currently being held in Istanbul.
Minister McCoy, who was appointed to the Bureau of the Standing Committee on Democracy and Human Rights at the 151st IPU Assembly in 2025, presented on Guyana’s progress in advancing Parliamentary Accountability and Human Rights Implementation under the IPU 2022–2026 Strategy.
In his presentation, Minister McCoy underscored that Guyana fully aligns with the IPU’s strategic framework and recognises accountability as central to effective parliamentary governance. He noted that accountability is demonstrated through the translation of international commitments into legislative action, oversight, and measurable outcomes that directly improve citizens’ lives.
Minister McCoy explained that, in Guyana, IPU outcomes are integrated into parliamentary processes through debates, committee work, budgetary scrutiny, and legislative development. This ensures that international obligations are reflected in national policies and programmes.
Minister McCoy further highlighted Guyana’s development trajectory, supported by sustained economic growth and guided by principles of inclusive governance and equitable access. He emphasised that parliamentary oversight ensures that growth is matched with strong social protections and targeted investments benefiting vulnerable populations, including women, youth, persons with disabilities, and indigenous communities.
Addressing human rights, the Minister reaffirmed that these remain a cornerstone of Guyana’s democratic framework. He pointed to constitutional safeguards and the work of key rights-based institutions such as the Ethnic Relations Commission, the Women and Gender Equality Commission, and the Rights of the Child Commission, which collectively promote and protect fundamental freedoms.
The Minister also outlined Guyana’s continued engagement with international mechanisms, including the United Nations human rights system, particularly the Universal Periodic Review and treaty bodies.
As the current IPU strategic cycle approaches its conclusion, Minister McCoy welcomed the opportunity for reflection, experience-sharing, and strengthened collaboration among Member Parliaments, noting that sustained cooperation and commitment are essential to advancing accountability and democratic governance globally.
