Speaker Nadir Reports on IPU Finances at Governing Council Session in Istanbul

Istanbul, Türkiye – 16 April 2026 – Speaker of the National Assembly of Guyana, Manzoor Nadir, J.P., M.P., presented the Internal Auditors’ Report on the financial results and financial position of the Inter-Parliamentary Union (IPU) for the year ended 31st December, 2025, during the Governing Council Session of the 152nd IPU Assembly in Istanbul.

Speaker Nadir, appointed Internal Auditor of the IPU at the 214th Session of the IPU Governing Council, held in March 2024 in Geneva, Switzerland, serves as one of two Internal Auditors of the IPU, alongside Lorenzo Bugli of San Marino. The report was presented in accordance with their mandate to review and report on the IPU’s financial statements and audit processes.
In delivering the report, the Internal Auditors confirmed that they had examined the IPU’s financial report and audited financial statements, taking into account the opinion of the External Auditors and explanations provided by the Secretary General and staff.
The report noted that the External Auditors issued a positive, unqualified audit opinion, affirming that the financial statements fairly represent the financial position of the IPU and its closed Pension Fund as at 31st December, 2025. The statements were found to be in full compliance with International Public Sector Accounting Standards (IPSAS), reflecting accuracy, transparency, and sound financial management.
Two key recommendations were highlighted by the External Auditors:
- A comprehensive review of the IPU’s Statement of Investment Policy Goals and Guidelines to ensure alignment with the organisation’s current financial position and operating environment.
- Clarification of the building fund bank account balance, alongside updates to policies governing depreciation charged to reserves.
IPU management has accepted both recommendations.
In conclusion, the Internal Auditors affirmed that the IPU’s financial statements provide an accurate reflection of its financial position and performance, supported by strong internal controls and a healthy financial foundation.
Speaker Nadir’s presentation underscores Guyana’s continued contribution to global parliamentary governance and financial oversight within the IPU framework.
