Former Auditor General donates latest work to Parliamentary Library

Former Auditor General Mr. Anand Goolsarran donated 25 copies of his most recent book Public Accountability at the Crossroads: The Guyana Experience, to the library of the Parliament Office of Guyana, located at Public Buildings, Brickdam, Georgetown.
The book is comprised of a collection of articles that were published weekly in the Stabroek News, under the heading “Accountability Watch”.
The articles numbering 81, are organized into five broad categories. Section I deals with general managerial matters, specifically some of Mr. Goolsarran’s thoughts on organization and management, leadership and decision-making.
Section II covers the broad theme of public financial management. It opens with an article on a proposal to implement accounting standards for the operations of Government. Mr. Goolsarran also discussed the need for an organized system of internal auditing in government. In addition, he shares his knowledge and experience on the budgetary process, public procurement and the public debt.
Section III deals with– State Audit and Accountability, particularly with the role of State Audit and the PAC in the system of public accountability, drawing mainly from the Westminster system of government. Some basic principles as well as the limitations in our system of public accountability have been discussed.
Section IV is largest section, comprising a range of specific issues relating to governance, transparency and accountability.
The final section deals mainly with the two anti-corruption conventions to which Guyana acceded.
Speaker of the House Dr. Barton Scotland, C.C.H, MP thanked Mr. Goolsarran for the donation, stating that the book would be beneficial to Members of Parliament.
Mr. Goolsarran expounded on the usefulness of the book for university students and expressed his desire to make a donation to the University of Guyana library, so that they can also benefit. Previously, at the launch of the work earlier this month, Mr. Goolsarran had noted that it was due to several requests for copies of his articles, particularly from university students doing research in public management that he thought it would be a good idea to compile the articles in book form.
Anand Goolsarran has over 30 years of professional experience in public sector financial management at both national and international levels. He served as the Auditor General of Guyana from 1990 to 2004 where he played a leading role in the restoration of public accountability in Guyana. He also developed an independent, strong and credible legislative audit in Guyana, serving the public interest; and was the architect of the Guyana Audit Act of 2004.
Mr. Goolsarran has also written a book entitled, Improving Public Accountability: The Guyana Experience 1985-2007.
