Vacancies The Parliamentary Standing Committee on Appointments, acting in accordance with the Anti-Money Laundering and Countering the Financing of Terrorism (AML/CFT) ( Amendment) Act 2015, Sections 4, 5 & 6, invites applications from suitably qualified persons to fill the following vacancies in the Financial Intelligence Unit (FIU).
Director
Qualifications and Experience
Suitable candidates should possess at least ten (10) years experience in law, finance, economics, or accounting at the highest managerial level and formal training in, and sound knowledge of statistics, financial investigations or banking (See Section 5, AML/CFT (Amendment) Act 2015).
Job Specifications:
• Knowledge of the operations and functions of the FIU;
• Knowledge of the AML/CFT legislation;
• Technical understanding of the Financial Action Task Force (FATF) Recommendations as well as the FATF Methodology for Assessing Technical Compliance with the FATF Recommendations and the Effectiveness of AML/CFT Systems;
• Knowledge of AML/CFT international best practices;
• Preparation of reports for review by the Caribbean Financial Action Task Force (CFATF) and FATF, as required; and
• Ability to guide and assist the Government in meeting the requirements of the FATF targeted review.
Deputy Director
Qualifications and Experience
Suitable candidates should possess at least ten (10) years experience in law, finance, economics, or accounting at the highest managerial level and formal training in, and sound knowledge of statistics, financial investigations or banking (See Section 5 of the AML/CFT Amendment Act 2015).

• Knowledge of the operations and functions of the FIU;
• Knowledge of the AML/CFT legislation;
• Technical understanding of the FATF Recommendations as well as the FATF Methodology for Assessing Technical Compliance with the FATF Recommendations and the Effectiveness of AML/CFT Systems; and
• Knowledge of AML/CFT international best practices.
Attorney-at-law
Qualifications and Experience
Suitable candidates should possess a minimum of a Bachelor’s Degree in Law plus Legal Education Certificate (LEC); must be admitted to practice in the Courts of Guyana with at least five (5) years’ experience; and must have experience in areas of criminal, civil and international law (See Section 6 of Subclause 4(b) of the AML/CFT (Amendment) Act 2015).
Job Specifications:
• Knowledge of the AML/CFT legislation;
• Technical understanding of the FATF Recommendations as well as the FATF Methodology for Assessing Technical Compliance with the FATF Recommendations and the Effectiveness of AML/CFT Systems;
• Excellent interpersonal communication at all levels;
• Excellent communication skills (oral and written);
• Ability to accomplish deadlines;
• Ability to cope with high levels of responsibility and maintain confidentiality;
• Computer literacy; and
• Must be a team player.
Accountant
Qualifications and Experience
Suitable candidates should possess a Bachelor’s Degree in Accounting or Association of Chartered Certified Accountants (ACCA) Level 11 plus three (3) years post-qualification experience working with computerised accounting systems. The candidate should be a registered member of the Institute of Chartered Accountants of Guyana (See Section 6 of Subclause 4(b) of the AML/CFT (Amendment Act) 2015).
Job Specifications:
• Judgement and decision making : Considering the relative costs and benefits of potential actions to choose the most appropriate one; and
• Management of financial resources under the guidance of the FIU Director and in accordance with the financial rules and regulations of Guyana.
